She said that Hawaii is attempting to codify "land acquisition" into the Hawaii General Plan 2045 using the excuses of climate and protecting natural resources to grab private land. She mentioned that if governments wanted to stop the fires, they could use weather modification to make it rain. The first weather modification patent was filed in 1891 for cloud seeding to initiate rain.
